The Goods and Services Tax (GST) system in India is undergoing a major transformation from 1st October 2025. The government is introducing the Invoice Management System (IMS) — a revolutionary change in how businesses will claim Input Tax Credit (ITC). This move aims to bring greater transparency, reduce fraud, and ensure that ITC is claimed only on verified invoices.


🔍 What’s Changing Under the New Rule?

Until now, the process of claiming ITC was largely automatic. Once your supplier uploaded an invoice in their GSTR-1, it automatically appeared in your GSTR-2B, and you could claim ITC based on that. However, this system had major loopholes — many suppliers uploaded fake or delayed invoices, causing mismatches and loss of government revenue.

To fix this, the GST Council has rolled out the Invoice Management System (IMS). Under this new rule, recipients (buyers) will no longer get ITC automatically. Instead, they must manually verify every invoice before claiming credit.

Once your supplier uploads an invoice on the GST portal, you — as the recipient — will have to take one of three actions:

Accept – when the invoice details are correct and goods/services are received.
⚠️ Pending – if you’re waiting for delivery, clarification, or internal verification.
Reject – if the invoice is incorrect, duplicate, or fraudulent.

Only those invoices marked as “Accepted” will be eligible for Input Tax Credit (ITC). This means businesses must actively verify and approve invoices before claiming credit.

This change marks a major shift from automation to accountability. Businesses will now need to implement stronger internal controls and verification systems. The days of blindly claiming ITC based on GSTR-2B are over. Every business will have to check whether the invoice uploaded by the supplier is genuine, accurate, and relevant to their purchase.

The IMS will help eliminate fake invoicing, improve accuracy in ITC claims, and make tax compliance more robust. However, it also increases the administrative responsibility for businesses, especially those with large vendor networks.

⚠️ What Businesses Should Do Now

With the new system just around the corner, it’s important to prepare early. Here’s what every business should start doing:

  1. Upgrade your accounting software to handle invoice approval workflows under IMS.

  2. Train your finance and accounts team to review and verify invoices before marking them “Accepted.”

  3. Communicate with suppliers to ensure they upload invoices promptly and accurately.

  4. Monitor pending invoices regularly to avoid losing out on eligible ITC.

  5. Conduct monthly reconciliations to ensure all accepted invoices match your purchase records.

From 1st October 2025, the GST landscape will become more disciplined and transparent. The Invoice Management System (IMS) replaces the old auto-credit process with an active verification model.
